Ingredients
- 2 1/2 cups non-fat powdered milk
- 2 cups icing sugar
- 1 cup cocoa
- 2 teaspoons cornstarch
- 1/2 teaspoon salt

- 2 to make: combine 1/3 cup mix to 2/3 cup boiling water.
